PCCW (Pacific Cyber Century Works) formerly known as HongKong telecom was the monopoly operator for HongKong telecommunications. The government broke up its monopoly and liberalised the market which allowed many ISP to setup shop in HK
A lot of them used the last mile of PCCW which didn't give them much margin and a few of them could not keep up with the cut-throat pricing and sold their networks back to PCCW
PCCW has the largest consumer base in HongKong and provide a pay-TV network over their broadband network called Now TV http://www.now.com.hk/
They have a host of programming including HBO, Cinemax, Star Plus, Discovery, Disney, various Chinese channels and the usual soft-porn channels
For an 18 month contract with PCCW which provides for an 8Mbps download, 640 kbps upload and around 5 TV channels, you can expect to pay around HK$ 200 (US$ 27) per month. Prices can vary a bit (around HK$ 20) depending on how you can haggle with their street salesman
