Broadband in Uruguay is provided through state owned incumbent and monopoly, AntelData (ADSL). A typical 512/128 kbit plan cost about $50 a month. While there are several other options up to 1024, higher bandwidth ( over 1 Mbit ) connections are available at premium prices for enterprise customers.

It is almost prohibitive for consumers to buy more than 768 uplink / 192 down which goes for about US$ 81/per month.
AntelData sells directly or through several "distributors" that resell the same connection, most of them offer the same basic rates, although some may charge extra for support/hosting/webmail and other services.

The costs do not include an installation fee that can be paid upfront or in monthly payments that is usually at least equal to 1 month of service.

Actual speed, however, is typically much less than advertised, specially on weekends and at the end of the month ( currently 1024k connections rarely hit the 400k upload in online benchmarks connected to interational servers , usualy are in the mid 300sk )
The actual speed varies because of the time limited plans and weekend plans etc, office hours and weekend speeds are slower than usual.

The only competition comes from a Microwave wireless ISP, Dedicado.
It is a private regional company (that also operates in Argentina.) Their prices for 256 connections are roughly the same, but they do not offer very high speed to consumers, due to technology limitations since they use a combination of ATM /Microwave. However since they are a wireless provider they are sometimes the only solution for rural areas.

This prices are for the capital (Montevideo) Dedicado prices for the rest of the country and rural zones can be higher.

There are no cable internet providers, although some companies have showed interest in operating such a service , the government recent decided against permitting cable operators to offer internet access for now.

Broadband Penetration

The last official data ( from Antel / AntelData ) is from october 2006, the number of ADSL subscribers for Anteldata is 85,000 with a 75% growth during the 2006 calendar year.
There is no data from Dedicado.

Cellular Data

There are three major cellular carriers in the country Ancel ( a division of the state run ANTEL) , CTI ( Mexican Telmex ) and Movistar ( Spain's Telefonica) all three use GSM/GPRS for data , and limited support for EDGE.
Voice rate are low with more than 1.5 million cellphones sold among a 3.5 million population
( Ancel recently announced it has passed the 1 millionth subscriber)
Cellular data usage is fairly expensive and there are currently no flat data plans.

Ancel announced it will deploy a 3g network in limited areas ( mainly Montevideo ), the other two carrier also announced investing in 3g networks but no specific date was announced.
