*Prevent icumbents from excluding newcomers
*Make networks of devices, human communication media, a portion of the spectrum available for experimentation
*Invent: micropayments, other solutions to IP problems

-Encourage self-organizing networks

• People and devices, mobile, networked and pervasive
*Trust mechanisms are pivotal. Will reputation evolve? Social capital thats leaking into the air now could be caputred and put to work for us, new market mechanisms would emerge.

-Preserve freedom of information in places: Open systems preserve our freedom to innovate
