Some sort of project that recommends how wikis can be used in Open Government, how online collaboration workspaces can be used by a city, state, nation to pool talents and develop solutions to problems. Also, how to determine the contributor policy, from anyone can edit, to only invited persons may edit. How does a wiki administrator decide how open the wiki will be?

I am currently developing a site where I combine the Wikinomics theory with the functionality of a common lottery. This charity fund raising engine will allow users to pick their numbers AND the winning numbers. I could use some help as this has become a very complex project.
