A talk page can be created for discussion of a topic, trading views on the matter at hand, or for meta discussion (what's this about? How do I do this?).

Talk pages can become a waste of time if they distract people from real collaborative editing. If a talk page is created you should link it from the subject page with a little text box at the top, like this.
